Party General Secretary and State President To Lam, head of the sub-committee for documents of the 14th National Party Congress, chaired a meeting of this sub-committee on August 27 to discuss the draft political report to be submitted to the congress.
Participants in the Hanoi event included Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and permanent member of the Party Central Committee's Secretariat Luong Cuong.
The draft was built on the basis of a detailed outline approved at the 9th session of the 13th-tenure Party Central Committee.
General Secretary and President Lam emphasised that the political report is the focal report, so it must ensure consistent awareness of the start of the country’s new development era after 40 years of conducting “Doi moi” (Renewal). It must also inspire the pride, self-reliance, and confidence of cadres, Party members, and people in the Party’s right and clear-sighted guidelines, along with the goal of and path towards socialism chosen by President Ho Chi Minh and the entire people.
He demanded the continuation of thoroughly grasping the instructions by late Party General Secretary Nguyen Phu Trong, especially the three fundamental principles for drafting documents: being steadfast and reforming; inheriting and developing; and harmoniously combining theory with reality, as well as studying theory and reviewing reality with sketching out policies.
To ensure the political report is truly an intellectual property of the Party, he asked the sub-committee and the editorial team to be open to and respect each other’s opinions; create high consensus, particularly on new and difficult issues; carefully consider the released documents; and make use of opinions from former leaders, intellectuals, researchers, and officials. They also need to pay due attention to the results of domestic and international scientific studies, along with effective methods and new models in reality over 40 years of “Doi moi”.
As the 10th plenum of the Party Central Committee is approaching, utmost efforts are required to continue perfecting the draft to submit it to the meeting. The sub-committee, its permanent members, and the editorial team need to continue coordinating closely with other sub-committees and editorial teams to complete this extremely important work with the highest quality and on schedule, the leader added./.
