She said Thailand is actively advancing discussions with the administration of US President Donald Trump to reach joint conclusions on each outstanding issue.

However, several matters remain under negotiation as both sides still have differing needs and expectations, with some issues requiring policy-level approval.

Most recently, on February 12, discussions were held at the director-general level. During the meeting, the US side congratulated Thailand on successfully holding its election and expressed hope that the formation of the new government would proceed as scheduled. Both sides discussed the negotiation timeline and the drafting of an agreement in line with the government formation process in Thailand.

According to Suphajee, both countries expect the negotiations to reach a mutually acceptable conclusion soon. The US side has no objection if Thailand submits a proposed list of goods to be exempted from reciprocal tariffs (RT) under Annex 3, or other proposals, before the talks are finalised. However, the outcome will largely depend on the overall results of the negotiations.

Regarding the roadmap, Suphajee said the Ministry of Commerce will accelerate efforts to ensure the talks are concluded in a manner beneficial to both sides, targeting completion in July. She noted that in terms of the advantages and disadvantages of the RT tariff regime, Thailand remains on an equal footing with other ASEAN countries.

As for tax exemptions under Annex 3, conditions will vary depending on the negotiation outcomes, and such privileges will not take effect immediately. Suphajee cited Malaysia as an example, where exemptions become effective 60 days after an agreement enters into force under domestic law and official notification is sent to the US. Until then, goods listed in Annex 3 remain subject to standard RT tariffs.
